How to Get a Learners License in South Africa

All driving licence cards, learners license, temporary driving licences, professional driving permits, and driving licence cards that expired between 26 March 2020 and 31 March 2022, are considered valid. Their validity periods are extended for an additional grace period ending 15 April 2022. (Gazette 46168, 1 April 2022)

Information about a learners license

A learners license allows you to drive but only if you are being supervised by a licensed driver. A professional driving permit is required for any vehicle that you drive.

A learners license is a permit that shows that you are familiar with the basics of driving a motor vehicle as well as the rules of the road. The 24-month-long validity of the learner’s license is non-transferable.

For each type of motor vehicle, there are different learner’s licenses.

  • Code 1: This code is for motor cycles with or without sidecars, motor tricycles or quad-cycles. If the motorcycle’s engine is less than 125cc, or if it exceeds that, you must be at least 16 years old to apply.
  • Code 2: This code is for motor vehicles, including minibuses, buses, or goods vehicles, that have a gross vehicle weight not exceeding 3500kg. To apply, you must be at least 17 years old on the date of testing.
  • Code 3: This code is for motor vehicles with a gross vehicle weight exceeding 3500kg. To apply, you must be at least 18 years old on the date of testing.

What you need to do for learners license?

  1. To book a test date, go to the nearest Driving Licensing Testing Centre (DLTC) and confirm your booking.
  2. The following are some suggestions for you to consider:
    • An identity document (ID).
    • Two identical black-and white ID photos (before you have photographs taken, you should verify with the DLTC how many photographs they require).
    • A booking fee.
    • Evidence of residential and postal address, e.g. Utility account. If the utility bills are not in your name, the owner must sign an affidavit stating that you reside at the address. The utility bill must also be attached to this affidavit.
    • You must bring a letter from the ward Councillor to confirm your residential and postal address if you are staying in an informal settlement

  4. The Application for learner’s licence (LL1) can be completed at the DLTC. You must complete a Medical Certificate form (MC) if you are 65 or older. This is also available at DLTC.
  5. Either you will have your eyes tested at the testing center or you can opt for a professional eye test and then submit the form to the testing center.
  6. To be able to pass the learner’s license test, you need to study road signs, motor vehicles controls, and road rules.
  7. The following information must be submitted on the day of your test:
    • The booking receipt
    • Your ID.
  8. You must pay the issue fee if you pass the test.

If you pass the exam and pay the applicable fee, the learners license is issued the same day.

Applying to the test

At 16 years of age, you can obtain a code 1 learners licence to drive a motorcycle with a maximum displacement of 125cc. A code 1 learner’s license allows you to drive a motorcycle with more than 125cc. You must be at least 17 years old to drive a car, minibus or small goods vehicle, or a bus, weighing less than 3500 kg.

After you obtain a learner’s license, you can drive any type of vehicle that the licence is valid. A licensed driver must be with you at all times, except when riding a motorcycle. A learner driver cannot ride a motorcycle with another person.

A code 2 license will permit you to drive light motor vehicles, while a code 3 licence will allow for heavy motor vehicles.

To take the test, you must complete the following form to your nearest traffic office.

  • Official South African identification document
  • Two ID-sized black/white or colour photographs (35mmx45mm).
  • The R68 application fees.
  • Address proof (not older that three months).
  • You must be at least 18 years of age to have an adult (parent/relative, or anyone else) confirm your address in an affidavit that is signed and stamped at a SAPS/Commissioner for Oaths office.

 

Notice: Motorists are responsible for verifying all details regarding any motor vehicle transaction or driving license transaction. These documents may be used to prove your identity.

The traffic department will provide you with the LL1 form. You will need a pen, as most traffic departments do not provide one.

After you submit your form, you will be given a date to take your test. This date cannot be cancelled unless you are:

  • You will need to present a medical certificate if you are sick.
  • To attend a funeral, you will need to present a death certificate.
  • Writing exams requires you to give a timetable.

 

Cancelling your appointment will result in the payment not being refunded. You must cancel your appointment if you are unable to attend the test. This will cause a backlog in our appointment system.

To make an appointment for the learners licence test, you will need to pay R68. Once you pass the test, the fee for the learner’s license is R33.

To pass your learner’s test you must understand and study the rules of the road and road markings.
